 With little fanfare or  warning, in 2006, the U.S. enacted the Unlawful Internet Gambling  Enforcement Act (UIGEA).  This legislation outlawed Internet gambling  and restricted how financial institutions could pay monies to Internet  gambling sites.<br />
 The UIGEA resulted from four major policy concerns of the federal  government.  First, the Internet was too easy a venue for compulsive  gamblers. Second, the age of Internet gamblers could not easily be  determined, and underage gambling could not be controlled as with a  brick-and-mortar casino. Third, a lack of regulation of Internet  gambling made it easy to defraud gamblers and rig the odds.  Fourth, the  anonymity of the Internet made online gambling a medium for potential  money laundering. <br />
                 <br />
 <b> How Internet Gambling Works  </b><br />
<br />
  Users locate websites on which they want to gamble, and then they  download software to their computers.  Once the gambling software is  downloaded to the gambler's computer system, a personal account is set  up; it includes name, home address, valid email address,  date of birth  and other personal information.  Because most employers have policies  against using computer time, computer resources, and Internet access for  such activities, most Internet gambling generally operates from home  computers.<br />
 The UIGEA restricts credit card companies and banks from transferring  monies for gambling.  To get around the legal restriction, Internet  gambling sites require gamblers to set up e-wallets -- online accounts  in which monies may be deposited.  E-wallets may be used generally for  purchases on the Internet, including gambling.<br />
 The e-wallets draft monies from consumer bank accounts, credit cards  and debit cards, and then route the monies to merchants or gambling  sites.  Generally, e-wallets are based and regulated outside of the  U.S., which takes Internet gambling monies outside of the U.S. business  flow and, accordingly, outside of the regulation of the U.S. and the  states. <br />
 <b> What Happens When Gamblers Win? Or Do You Understand Terms of Service? </b><br />
<br />
  Let's see a show of hands ... how many of you regularly read Terms of  Service before clicking "I Accept"? My informal poll says about 1  percent.  Website Terms of Service are generally enforced in courts  around the world.  However, if specific Terms of Service violate laws or  public policies, then those specific terms may be unenforceable.<br />
 Generally, the Terms of Service for a gambling website include  adherence to the laws of a country where gambling is legal, which makes  perfect sense.  However, if the casino website fails to pay a winner,  that winner cannot go to courts in the U.S. to collect, since online  gambling is illegal.  The winner could go to the UK, Aruba or Bermuda,  or to the locale stated in the terms of service.  It may sound romantic,  but it could cost more than it's worth to make the trip -- not to  mention payment of litigation fees. <br />
 <b> Gambling Is a Social Issue - Subject to Regulation   </b><br />
<br />
  My view is that law is the glue that helps hold society together.   What's acceptable in New York may not be acceptable in my home, Dallas,  or in London, Moscow or Beijing -- and vice versa.  Statutes established  by governments legalizing or criminalizing in-person or Internet  gambling are part of the social framework.<br />
 One only need look at the state gambling laws in Nevada and the  adjacent state Utah.  Nevada's regulation of casino gambling is a model  of government regulation, while just across the border in Utah there is  no gambling at all.  Other states adjacent to Nevada, like California  ,do not permit gambling except in an Indian casino, which of course must  be on an Indian reservation and regulated by federal law. <br />
 <b> Was the UIGEA Effective?   </b><br />

 While publicly traded Internet gambling companies were devastated,  most Internet gambling sites simply moved out of the U.S. and provided  links to new offshore sites where online gambling is not regulated.<br />
 Apparently, neither the UIGEA nor other federal laws explicitly  prohibit Internet poker. Internet casinos promote poker as a game of  skill rather than a game of chance.  For example, games of chance  include lotteries, while games of skill include chess and checkers.   Unless outlawed specifically, government cannot stop these games.  As a  result, Internet poker has grown significantly -- much to the chagrin of  anti-gambling forces. <br />
 <b> Internet Gambling May Be a Great Source of Tax Revenue  </b><br />
<br />
  Given the tough economic times in 2010, members of Congress are now  rethinking the UIGEA so that Internet gambling would be regulated and  become a source of tax revenue.  A recent  <a href="http://www.nytimes.com/2010/07/29/us/politics/29gamble.html?_r=2" target="_blank"><i>New York Times</i> report</a>  indicates that over the next 10 years the U.S. federal government could  yield as much as US$42 billion from Internet gambling taxes.  Given the  tough economic times, it is difficult to ignore such large tax  revenues.<br />
 The last time the U.S. government studied Internet Gambling was in  2002, when the General Accounting Office (GAO) issued a report to  Congress entitled  <a href="http://www.gao.gov/new.items/d0389.pdf" target="_blank">"Internet Gambling - An Overview of the Issues."</a>  The GAO estimated more than $4 billion in gambling revenues in 2003 --  but of course, no one actually knows how much money is wagered on the  Internet. <br />
 <b> Conclusion: Take Control </b><br />
<br />
  The Internet, which started one of the greatest social changes in the  history of humans -- a portal without boundaries of geography or time,  has also made gambling easier than ever.  However, due to its  underground nature, Internet gambling probably causes more problems and  costs more money than it is worth.<br />
 So it is time for the U.S. government to acknowledge that Internet  gambling is here to stay, and regulate it in a way that gives it some  degree of control.    <img src="http://www.ectnews.com/images/end-enn.gif" border="0" alt="" /><br />

 The blackout blues will be back this season for some NFL fans.<br />
 At least 11 NFL teams could be facing TV  blackouts in their home markets as the NFL fights through a downward  trend in stadium attendance.<br />
 A confluence of issues — including a  still-struggling economy, the quality of the viewing experience in fans'  homes and sustained poor performance among some teams — have come  together to keep some teams off local TV. <br />
 NFL rules require that games be blacked out in  the home market if it is not sold out 72 hours prior to kickoff. The  league had 22 games (8.6% of the regular season) blacked out last year, a  five-year high. And the forecast for the new season is already gloomy  in many markets.<br />
  <br />

  "We're grappling with the attendance issue," said <a href="http://content.usatoday.com/topics/topic/Organizations/Sports+Leagues/NFL/Tampa+Bay+Buccaneers" target="_blank">Tampa Bay Buccaneers</a> spokesman Jonathan Grella, whose team may face its first blackout on Sunday in the opener against the <a href="http://content.usatoday.com/topics/topic/Organizations/Sports+Leagues/NFL/Cleveland+Browns" target="_blank">Cleveland Browns</a>. Buccaneers co-chairman <a href="http://content.usatoday.com/topics/topic/Joel+Glazer" target="_blank">Joel Glazer</a> said as far back as March that blackouts were a strong possibility as the team rebuilds following a 3-13 season. <br />
  TV blackouts are part of a long-standing NFL policy that commissioner <a href="http://content.usatoday.com/topics/topic/People/Sports+Coaches,+Team+Owners,+Execs,+Officials/NFL/Roger+Goodell" target="_blank">Roger Goodell</a> has consistently said is not up for reconsideration. <br />
 This season, Goodell said he's encouraged teams to get creative, even in a down economy, and offer value to fans.<br />
 "We worked hard last year knowing what our  customers are going through," Goodell said. "I think the teams have done  a terrific job on that. <br />
 "I'm optimistic that we're going to be able to hopefully improve that number (of 22 blackouts in 2009)."<br />
 Last year's blackouts were confined to five teams, all of which had losing records: the <a href="http://content.usatoday.com/topics/topic/Organizations/Sports+Leagues/NFL/Jacksonville+Jaguars" target="_blank">Jacksonville Jaguars</a> (seven blackouts, seven wins); <a href="http://content.usatoday.com/topics/topic/Organizations/Sports+Leagues/NFL/Detroit+Lions" target="_blank">Detroit Lions</a> (four blackouts, two wins); Kansas City Chiefs (one blackout, four wins); <a href="http://content.usatoday.com/topics/topic/Organizations/Sports+Leagues/NFL/Oakland+Raiders" target="_blank">Oakland Raiders</a> (seven blackouts, five wins); and <a href="http://content.usatoday.com/topics/topic/Organizations/Sports+Leagues/NFL/St.+Louis+Rams" target="_blank">St. Louis Rams</a> (three blackouts, one win). <br />
 This season, the window for blackouts could include three 2009 playoff teams, the <a href="http://content.usatoday.com/topics/topic/Organizations/Sports+Leagues/NFL/Arizona+Cardinals" target="_blank">Arizona Cardinals</a>, the <a href="http://content.usatoday.com/topics/topic/Organizations/Sports+Leagues/NFL/Cincinnati+Bengals" target="_blank">Cincinnati Bengals</a> and the <a href="http://content.usatoday.com/topics/topic/Organizations/Sports+Leagues/NFL/San+Diego+Chargers" target="_blank">San Diego Chargers</a>.<br />
 Last year the Buccaneers took advantage of  blackout loophole by which teams can buy back unsold tickets at a  reduced rate in order for the game to air locally. This season, Grella  said the team won't do that.<br />
 For games to be on TV, Grella said, "people need to understand that it's not a given."<br />
 In New York, both the <a href="http://content.usatoday.com/topics/topic/Organizations/Sports+Leagues/MLB/San+Francisco+Giants" target="_blank">Giants</a> and <a href="http://content.usatoday.com/topics/topic/Organizations/Sports+Leagues/NFL/New+York+Jets" target="_blank">Jets</a>  have encountered issues selling all of the season tickets they made  available via personal seat licenses at the new Meadowlands stadium. But  both teams have ruled out blackouts, and could take advantage of the  buyback option if the need arose.<br />
 While the economy looms as a factor in all  markets, the causes of TV blackout concerns vary from city to city.  Cincinnati is a relatively small market. Arizona lost its star  quarterback, <a href="http://content.usatoday.com/topics/topic/People/Athletes/NFL/Kurt+Warner" target="_blank">Kurt Warner</a>,  to retirement and isn't projected to perform as well on the field. San  Diego, while fielding a competitive team, also offers fans a myriad of  other activities along the southern California coast.<br />
 "Some to the more challenging markets have been  these good-weather markets," sports business analyst Marc Ganis said.  "There are so many alternate things to do on weekends."<br />
 Poor performance is also a factor. The Detroit  Lions have had nine blackouts over the past two seasons while winning a  total of two games. The Kansas City Chiefs, in the midst of a 10-38  three-year stretch, had their first blackout since 1990 last year.<br />
 Some of the blackout-susceptible teams lack the  established base built over decades in cities such as Pittsburgh and  Chicago. In places such as Jacksonville and Arizona, where the  population has swelled in recent decades, fans can be fickle with their  support.<br />
 "That does not allow the roots of the teams to  have taken hold as they have in other markets where teams have been for  multiple generations," Ganis said.<br />
 But all teams are taking note of the potential  problems concerning attendance, even as the league projects a drop off  in ticket sales for the third consecutive year. As the technology for  watching games at home has exploded with the advent of HD television and  mobile content, Goodell has prioritized teams finding new innovations  to lure fans out to the stadiums.<br />
 The <a href="http://content.usatoday.com/topics/topic/Organizations/Sports+Leagues/NFL/Baltimore+Ravens" target="_blank">Baltimore Ravens</a>  have sold out every game since moving from Cleveland in 1996, but team  president Dick Cass said he doesn't expect fans will continue that  streak merely out of loyalty to the team.<br />
 "It doesn't mean we'll be sold out two or three  years from now," Cass said. "You have to work at that. It doesn't happen  by happenstance."<br />
 Many fans complain that the blackout policy is  unfair, especially in cities hard-hit by the recession. But Ganis said  the policy "makes great sense" for the NFL as it seeks to drive fans  into its stadiums.<br />
 "It creates home field advantage, creates great  theater," Ganis said. "To offer an incentive not to buy tickets to the  games would be counterproductive to the league's overall goals."<br />

  			 				<b>ATHENS –</b> University of Georgia wide receiver <b>A. J. Green </b>must miss four games before being eligible to play again, the NCAA ruled late this afternoon.<br />
 Green was found to have violated the NCAA agent benefits rules by  selling his Independence Bowl game jersey to an individual who meets the  NCAA definition of an agent.<br />
 Green has repaid the $1,000 he received for the jersey to charity.<br />
 Georgia athletic director <b>Greg McGarity</b> said the  school plans to appeal the decision to the NCAA Division I Committee on  Student-Athlete Reinstatement in hopes of having Green’s suspension  reduced.<br />
 He sat out last week’s season opener against Louisiana-Lafayette and  also must sit out the next three games if the NCAA ruling stands.<br />
 As is procedural in matters such as this, the school declares the  player ineligible and the NCAA determines how long he must sit out and  the conditions of his return.<br />
 UGA released a statement from Green shortly after the NCAA decision  came down: “I want to apologize to my coaches, teammates and the Georgia  fans for the mistake in judgment. I very much regret all that has taken  place and the distraction that’s been caused. I’ve learned a valuable  lesson and hope others can learn from my mistake. I can only focus my  attention now on practicing and looking ahead to getting back with my  teammates as quickly as possible.”<br />
 Said Georgia coach <b>Mark Richt:</b> “Certainly I’m  disappointed with the outcome.  However, we have games to play, and  that’s where our focus needs to be in the coming days and weeks.  Other  players will have to step forward and I’m confident they will do that.”<br />

 Sometimes it's really hard to dislike <a href="http://www.cbssports.com/nba/players/playerpage/139045" target="_blank">Ron Artest</a>. Yeah, there's the whole <a href="http://www.cbssports.com/nba/teams/page/IND" target="_blank">Pacers</a>-Pistons thing, but then he does a <a href="http://www.youtube.com/watch?v=AgRdRwNgs9A" target="_blank">post-game presser like he did after Game 7 of the Finals.</a> And then there are things like this. <br />

 <br />
 Artest was pulled over in Los Angeles Monday driving an oversized go-cart called an Eagle Roadster. <a href="http://www.tmz.com/2010/09/06/ron-artest-los-angeles-lakers-car-ticket-chp-eagle-roadster-photo-picture/" target="_blank">TMZ obtained a photo of the traffic stop</a>  and reports that Artest wasn't cited for driving around in an Indy Car,  but because the registration on the car was expired. The weird thing  is, the car isn't registered to Artest. It's registered to some guy in  Tennessee. <br />
 <br />
 An Eagle Roadster is a  custom, two-seater car  designed to look like  an open-wheel Indy Car. They can do up to  152  MPH and go 0 to 60 in 4.2 seconds, all powered by a Chrysler V6. So  yeah, it's probably a dangerous car to be zipping around in doing some  errands. Good thing for the <a href="http://www.cbssports.com/nba/teams/page/LAL" target="_blank">Lakers</a>, Artest was wearing a helmet.<br />

 Of all the frustrating offseason storylines, there's one that's perhaps  most annoying: the impending NFL lockout in 2011. DeMaurice Smith, the  union leader for the NFLPA, confirmed his belief on Wednesday that he  think a lockout is coming.<br />
 <br />
 “I still feel that a lockout is coming in March,” <a href="http://www.bloomberg.com/news/2010-09-08/nfl-union-leader-tells-fans-to-enjoy-2010-because-lockout-looming-in-march.html" target="_blank">Smith told Bloomberg Sports</a> .<br />
 <br />
 Smith's biggest point of contention is the NFL refusing to actually  provide financial information relating to their claim that they're not  pulling in enough cash. (Enough here, of course, is relative.) <br />
 <br />
 “If this model is not working, i.e. teams are losing money, then we’re  willing to see the evidence of that and make the changes,” Smith said.  “But prove it. If not, what’s the justification for getting a billion  back from us?”<br />
 <br />
 Smith, along with most players, doesn't care for the also-impending possibility of an 18-game season.<br />
 <br />
 “We don’t look at two extra games as being divorced from the health,  medical and safety standpoint,” Smith said. “It’s impossible to divorce  one part of this from the whole.”<br />
 <br />
 That may be true -- however,  it seems pretty likely that the league will get its 18-games one way or  another. Also likely, as expressed by Smith's quotes, is the NFL locking  its players out.<br />
 <br />
 Owners and players are just too far apart  right now, and because the 2010 season is beginning and because 2011  seems so far away (regardless of whether it's true or not), the urgency  to really sit down, negotiate and hammer out a deal just isn't out there  for either side. <br />
 <br />
 Which is why there's a pretty good chance that the most important people, the fans, will end up suffering the most.<br />

 Cincinnati has dropped from six points to four at New England. The Patriots are very young at cornerback after losing Leigh Bodden for the season.  The Detroit Lions were seven-points ?dogs at Chicago, but have dropped to six. Quarterback Matthew Stafford looks to be much improved in his sophomore year. Meanwhile, Chicago quarterback Jay Cutler is struggling in the new Mike Martz? offense. He was an interception machine last year with 26.<br />

 Green   Bay has jumped from one-point favorites at Philadelphia to three points. The Packers? offense is really clicking and could be the NFC?s best. The Eagles are a boom-or-bust type team with quarterback Kevin Kolb taking over for Donovan McNabb.<br />

 Baltimore has gone from +3 to +2 at the New York Jets on Monday night. New York just got cornerback Darrelle Revis signed and he?ll be starting in this game. This is a battle of Jets coach Rex Ryan against his old team that passed him over as head coach.<br />

 Note the Dallas spread is back up, staying steady at -3 ½-points at Washington on Sunday night. Redskins? quarterback Donovan McNabb (ankle) looks able to play. The Cowboys first-team offense really struggled in the preseason.<br />

<!-- end inline 1 --><a href="http://sports.espn.go.com/golf/players/profile?playerId=344" target="_blank">Corey Pavin</a>  made an obvious choice and a surprising one Tuesday morning at the New  York Stock Exchange when he added Woods and Fowler, along with former  major champions <a href="http://sports.espn.go.com/golf/players/profile?playerId=686" target="_blank">Zach Johnson</a> and <a href="http://sports.espn.go.com/golf/players/profile?playerId=78" target="_blank">Stewart Cink</a>, to an American team that will try to retain the cup.<br />
The  Ryder Cup is Oct. 1-3 at the Celtic Manor in Wales. The United States  won two years ago at Valhalla, and will try to win for the first time  overseas since 1993 at The Belfry.<br />
This will be the sixth Ryder  Cup team for Woods, but the first in which he needed to be picked. Woods  had finished first in the standings every time, including in 2008 when  he spent the second half of the year recovering from knee surgery.<br />
The eight Americans who qualified after the PGA Championship were <a href="http://sports.espn.go.com/golf/players/profile?playerId=308" target="_blank">Phil Mickelson</a>, <a href="http://sports.espn.go.com/golf/players/profile?playerId=957" target="_blank">Hunter Mahan</a>, <a href="http://sports.espn.go.com/golf/players/profile?playerId=412" target="_blank">Steve Stricker</a>, <a href="http://sports.espn.go.com/golf/players/profile?playerId=153" target="_blank">Jim Furyk</a>, <a href="http://sports.espn.go.com/golf/players/profile?playerId=257" target="_blank">Matt Kuchar</a>, <a href="http://sports.espn.go.com/golf/players/profile?playerId=780" target="_blank">Bubba Watson</a>, <a href="http://sports.espn.go.com/golf/players/profile?playerId=3448" target="_blank">Dustin Johnson</a> and <a href="http://sports.espn.go.com/golf/players/profile?playerId=1564" target="_blank">Jeff Overton</a>.<br />
Cink made his fifth consecutive team, while Johnson is playing for the second time.<br />
The  final selection -- and Pavin's most difficult -- went to Fowler, the  first PGA Tour rookie to make the U.S. team. While the former Oklahoma  State star has three runner-up finishes in his 11 months as a pro, he is  the first American captain's pick to have never won.<br />
Then again,  no one else stood out over the last three weeks. In the final tournament  before Pavin's picks, none of the 14 players on the captain's short  list finished among the top 10. According to people with knowledge of  the decision, the final selection came down to Fowler and big-hitting <a href="http://sports.espn.go.com/golf/players/profile?playerId=1067" target="_blank">J.B. Holmes</a>, who tied for 11th at the TPC Boston.<br />
Among those left off were <a href="http://sports.espn.go.com/golf/players/profile?playerId=1745" target="_blank">Anthony Kim</a>,  who missed three months this summer with thumb surgery and was bumped  out of the top eight in the final qualifying tournament; former U.S.  Open champion <a href="http://sports.espn.go.com/golf/players/profile?playerId=676" target="_blank">Lucas Glover</a> and <a href="http://sports.espn.go.com/golf/players/profile?playerId=205" target="_blank">Charley Hoffman</a>, who closed with a 62 on Monday to win the Deutsche Bank Championship.<br />
Fowler's  selection gives the Americans five Ryder Cup rookies, and another  player without a PGA Tour victory. Among the eight who qualified for the  team was Overton, winless in his five years on tour.<br />
Woods, who  retained the No. 1 world ranking for the 274th consecutive week Monday  at the Deutsche Bank Championship, became an obvious selection once he  said at the PGA Championship that he wanted to be part of the team. He  has been accused of being indifferent toward the Ryder Cup, and his  career record of 10-13-2 is the one flaw in an impeccable career inside  the ropes.<br />
He will be going to Wales on his own -- his divorce was  approved two weeks ago -- and no longer cutting such an invincible  figure.<br />
Woods has failed to win since returning at the Masters,  although he appears headed in the right direction. He posted three  rounds in the 60s at the Deutsche Bank Championship for the first time  all year.<br />
Europe's team has six Ryder Cup rookies -- Italian brothers <a href="http://sports.espn.go.com/golf/players/profile?playerId=1483" target="_blank">Francesco</a> and <a href="http://sports.espn.go.com/golf/players/profile?playerId=1527" target="_blank">Edoardo Molinari</a>, <a href="http://sports.espn.go.com/golf/players/profile?playerId=1414" target="_blank">Peter Hanson</a>, <a href="http://sports.espn.go.com/golf/players/profile?playerId=3470" target="_blank">Rory McIlroy</a>, <a href="http://sports.espn.go.com/golf/players/profile?playerId=3462" target="_blank">Ross Fisher</a> and PGA champion <a href="http://sports.espn.go.com/golf/players/profile?playerId=3670" target="_blank">Martin Kaymer</a> -- along with <a href="http://sports.espn.go.com/golf/players/profile?playerId=455" target="_blank">Lee Westwood</a>, <a href="http://sports.espn.go.com/golf/players/profile?playerId=619" target="_blank">Ian Poulter</a>, <a href="http://sports.espn.go.com/golf/players/profile?playerId=186" target="_blank">Padraig Harrington</a>, <a href="http://sports.espn.go.com/golf/players/profile?playerId=601" target="_blank">Luke Donald</a>, <a href="http://sports.espn.go.com/golf/players/profile?playerId=224" target="_blank">Miguel Angel Jimenez</a> and U.S. Open champion <a href="http://sports.espn.go.com/golf/players/profile?playerId=301" target="_blank">Graeme McDowell</a>.<br />
Zach  Johnson won the Colonial in May, and the former Masters champion had  been coming on strong in recent weeks. He finished one shot out of the  playoff at the PGA Championship, and kept himself in the mix at the  tour's playoff events. Cink, who won the British Open at Turnberry last  year, has been making slow progress in recent months.<br />
Only two of  the eight American players who made the team have experience playing the  Ryder Cup overseas. Cink has played in England and Ireland, while  Johnson's only Ryder Cup was in Ireland.<br />
"On the road, it's very  different," Woods said. "You get booed a lot, you get jeered, and people  say things they probably shouldn't say. I've had that experience and  understand how to deal with it and make it a positive thing."<br />

			<title>The question: 12-0 Boise or 12-1 SEC, ACC champ?</title>

  			 				I thought I had all my bases covered on Boise State yesterday.  But for the past five seasons this football program has been a  compelling thing to watch. Last night added yet another chapter to an  incredible story and–I don’t think I’m overstating this–set the  narrative for the rest of the 2010 college football season.<br />
 Yes, No. 5 Boise State beat Virginia Tech 33-30 Monday night in  Landover, Md. But it wasn’t just the fact that the Broncos won. It was  the WAY that they won. After coming out of the gate hard and knocking  Virginia Tech back with a 17-0 run to open the game, the Hokies did what  strong teams do. They settled down and began to grind it and wear Boise  State down.<br />
 When Virginia Tech finally took the lead in the second half you  expected Frank Beamer’s team to put the Broncos away. But there is a  reason Boise State has won 50 games in the past four seasons plus this  one night. They are poised. They are extremely well coached. And did I  mention that they have a helluva quarterback?<br />
 Kellen Moore, who threw 39 touchdown passes and only three  interceptions last season (that always looks like a typo when I see it)  took his final opportunity and made the most of it Monday night in what  was, for all intents and purposes, a road game.<br />
 Given the fact that EVERYTHING was on the line for Boise State’s  season in that moment, Moore calmly and methodically drove his team down  the field and delivered a 13-yard touchdown pass to Austin Pettis with  only 1:09 left to win the game.<br />
 So let the debate begin anew. Let me refresh the argument based on what we saw last night.<br />
 If we get to the end of the season and there are multiple undefeated  teams, one side of the argument says that Boise must be the odd man out  because it did not play as tough a schedule as the SEC, ACC, Big Ten, or  Big 12 conference champions.  Here are the pertinent numbers based on  the CBSSports.com’s Top 120 that ranks every Division I-A team and its  strength of schedule. These numbers were done before last night’s game.<br />

 Just look at the rankings and the SOS of the teams Boise plays after  it faces Oregon State on Sept. 25. It is a very weak schedule because,  after Boise, there aren’t many good teams in the WAC. That is a fact.  Just look at those numbers and judge for yourself.<br />
 But here will be the Boise State side of this argument: Did you see  us play? And if you did see us play is there any doubt, now that we are  50-4 since 2006, that we are a damned good team?<br />
 Boise State is a very good team. But there are a lot of very good  teams out there. The question is: If you can only pick two teams to play  for the BCS title, should Boise be one of them?<br />
 As I said yesterday, if we get to the end of the season and the SEC,  ACC, Big 12, and Big Ten champs are all undefeated (that’s very  unlikely, of course) then I don’t see the voters in the coaches and  Harris polls telling one of the big boy conferences they have to make  room for Boise. I could be wrong about that but I don’t think I am.<br />
 Where it gets fun, though, is if there are only two undefeated  teams–Boise and somebody else–and if the SEC, ACC, Big Ten or Big 12  champ is 12-1 having played a conference championship game. We’ve seen  those championship games push teams over the top of teams without  championship games in the final BCS Standings (Remember Georgia in  2007?) THAT will be a fun argument.<br />
 But this much we do know. Boise is here and they are not going away  if Oregon State doesn’t beat them on the blue rug on Sept. 25. With last  night’s win the Broncos have earned the right to be in this argument.<br />

The  Rangers are expected to send Colby Lewis (9-11, 3.56 ERA) to the mound  in that last contest, while the Twins counter with Carl Pavano (15-10,  3.52 ERA). Righthander Lewis picked up a no-decision against the Twins  back on August 24, giving up three runs over 6 1-3 innings; Texas is  just 1-7 in Lewis' last eight starts. Righthander Pavano was tagged with  the loss in that August 24 meeting, surrendering four runs on eight  hits over his eight innings of work in that game.<br />

 Over in the  National League on Saturday it's then the Mets at the Cubs, Colorado at  San Diego, Cincinnati at St. Louis, Washington at Pittsburgh, Milwaukee  at Philadelphia, Houston at Arizona, San Francisco at the Dodgers, and  Atlanta at Florida. Jair Jurrjens (6-4, 4.38 ERA) is set to take on Josh  Johnson (11-5, 2.28 ERA) in that Braves/Marlins matchup. Righthander  Jurrjens is coming off a win over the Mets, giving up three runs on six  hits over 5 2-3 innings in that contest while fanning eight. Righthander  Johnson was denied a win against the Braves in his most recent trip to  the mound despite giving up just one unearned run on three hits in his  six innings of work.<br />

 The breaking news comes from North Carolina where 12 players have been suspended for the Saturday night game vs. LSU. This includes six starters, with star defensive linemen Marvin Austin and Robert Quinn, cornerback Kendric Burney and wide receiver Greg Little on the list.<br />

 No. 18 North Carolina has dropped from a one-point favorite to a seven-point underdog at Brobury. LSU is ranked No. 21, but is considered a longshot to win the SEC with powerhouses Alabama and Florida leading the way.<br />

 This 8 pm ET Chick-fil-A Kickoff Game is being played in Atlanta, Georgia.<br />

 <b>No. 24 Oregon State (+13.5) vs. No. 6 TCU </b><br />

 The other marquee matchup on Saturday is TCU playing Oregon State. Kickoff is 7:45 pm ET. Note it?s being played at Cowboys Stadium in Dallas. That?s very close to the TCU campus and they will have a big home field advantage.<br />

 TCU is a legit national title contender led by senior quarterback Andy Dalton. The offense doesn?t get a lot of publicity, but they scored 38.3 PPG last year, good for fifth in the country. At least some of that was due to playing in the point-happy MWC.<br />
<br />
 The defense was incredible last season, surrendering 12.8 PPG and giving up less total yards (239.7 per game) than anyone in the country. Coach Gary Patterson needs to replace defensive end Jerry Hughes and linebacker Daryl Washington, but they will be very good again.<br />
<br />
 Oregon  State is trying to make a name for themselves in what?s expected to be a down year in the Pac-10. There?s a new quarterback in sophomore Ryan Katz and the offense could struggle early on.<br />
<br />
 The game plan should be to pound the ball with running back Jacquizz Rodgers (1,440 yards last year). His wide receiver brother James Rodgers could see a lot of short passes and screens to make Katz comfortable against this tough TCU defense.<br />
<br />
 The Oregon  State defense struggled at the end of last year and still has big question marks.<br />
<br />
 The almost two-touchdown spread appears justified and Oregon State will need game-breaking plays from the Rodgers brothers to stay close.<br />

 And out-partying the Southeastern Conference, with its passionate fans and mild weather for most of the season, is difficult.<br />
 But the SEC hasn't cornered the market on tailgating like it has  national championships. If you're looking to go on a tailgating tour  this season, here are the top 12 spots to hit.<br />
 1) LSU. It's all about the food. Hot dogs, burgers and brats? Please.  Try spicy alligator, andouille sausage, gumbo, crawfish and maybe a  little shrimp etouffee. Plenty of beverages to wash it all down, too.<br />
 2) Mississippi. Ten acres shaded by oak trees make The Grove one of  the great gameday spots in America. The saying at Ole Miss goes  something like this: "We may lose a game, but we never lose a party."<br />
 3) Washington. Tailgating in boats along Lake Washington, and the  university even runs a shuttle boat to Husky Stadium. The scene makes up  for the sketchy weather.<br />
 4) Tennessee. More boats — "Volunteer Navy" docks on the nearby  Tennessee River — and lots of orange make Rocky Top quite the scene.<br />
 5) Ohio State. Take a walk down Lane Avenue and it's like a Buckeyes  street fair. Then hit Buckeye Grove, where a buckeye tree has been  planted for each Ohio State All-American.<br />
 6) Nebraska. Generally speaking, Cornhuskers fans have a reputation  for being the nicest and most hospitable in college football. They also  never run out of corn-fed beef.<br />
 7) Texas. Barbecue smokers big enough to fit a side of beef, the  cheerleaders wear chaps and when it comes to college towns, Austin is  about as good as it gets.<br />
 8) Penn State. Paternoville is the name of the tent city that sprouts  up around Beaver Stadium the week before a game. For Temple, there  might be a dozen or so tents. For Ohio State, the number might reach  triple digits.<br />
 9) Auburn. Tailgating is not just for pregame at Auburn. Visit  Toomer's Corner after the Tigers wins. It's where the campus and the  city converge and students toilet paper the trees to celebrate  victories.<br />
 10) Army. It's a much smaller affair at West Point and the eats  aren't quite as elaborate, but the setting along the banks of the Hudson  River is stunning.<br />
 11) Clemson. The fraternities band together on gameday for a massive  party and a Tiger can't swing its tail without hitting a plate of  barbecued meat.<br />
 12) Purdue: Makes the list for this alone: One Boilermakers fan  converted a coffin into a grill and ice chest, and brought it to the  game in a hearse.<br />

          Safety Deunta Williams will not play due to the ongoing NCAA       investigation into the program.    <br />
           The three players didn't travel with the team when it left Chapel  Hill       for Atlanta on Friday morning as the school conferred with  the NCAA on       their status. While Sturdivant and Carter will play,  the university said       in a statement Friday night the NCAA needed  more information before       ruling on Williams.    <br />
           The news means the Tar Heels will be without 13 players, including at        least six starters from a defense that ranked among the nation's  best       last season.    <br />

LOUIS (AP)  — The <a href="http://content.usatoday.com/topics/topic/Organizations/Sports+Leagues/NCAA/National+Collegiate+Athletic+Association" target="_blank">NCAA</a>  slapped the University of Missouri-St. Louis with two years of  probation Friday, saying the former golf coach at the Division II school  violated anti-gambling rules by running a "multimillion-dollar" fantasy  sports league and playing in others.<br />
 The NCAA Division II Committee on Infractions  also publicly reprimanded and censured the university and issued a  three-year show-cause order for the former coach. The NCAA did not name  the coach, but the university said Dustin Ashby was head coach from 2004  through 2008, when the violations occurred. The show-cause order limits  Ashby's duties if he is employed at a NCAA member school through Sept.  2, 2013.<br />
 A phone message left with Ashby was not returned.<br />
 University spokesman Bob Samples noted that the  probation does not affect postseason play or the eligibility of any  student-athletes.<br />
 "We do not intend to appeal the ruling and we will abide by all the conditions of the probation," Samples said.<br />
  According to the NCAA, Ashby paid an entry fee  and played fantasy football and baseball for prizes, violating NCAA  rules on sports wagering. The coach also bought and operated an online  fantasy football business.<br />
 "The former head coach was part-owner and  facilitated all fantasy league competition for a multimillion-dollar  operation," said Wendy Taylor May, senior associate athletics director  at the University of California, San Diego, who chaired the infractions  committee.<br />
 As part of his fantasy league operation, Ashby  hired a former volunteer coach, identified by the university as Adam  Frillman, who acted as commissioner, the NCAA said. Frillman then hired  three of the team's golfers in 2008.<br />
 The university drew criticism from the NCAA for  failing to adequately educate and monitor the men's golf program about  rules concerning involvement in fantasy sports, and for inadequately  investigating after learning of Ashby's possible involvement.<br />
 Ashby resigned in August 2009, though Samples  would not say if the resignation was due to the NCAA investigation.  Frillman also resigned. The three golfers hired by Frillman were  initially declared ineligible once the university learned of the  infractions, but were reinstated a short time later after the NCAA  determined they did not appear to be in violation of any rules, Samples  said.<br />
 NCAA rules against sports wagering list examples  of activities that are not allowed. Those activities include "pools or  fantasy leagues in which an entry fee is required and there is an  opportunity to win a prize."<br />
 The University of Missouri-St. Louis is one of four schools under the University of Missouri System.<br />

OXFORD, Miss. --  In another surprising twist to a month-long saga, Mississippi quarterback <a href="http://sports.espn.go.com/ncf/player/profile?playerId=381755" target="_blank">Jeremiah Masoli</a> has been cleared to play football just one day before the start of the season.<br />
Three  days ago, the NCAA ruled that the former Oregon quarterback had to sit  out a season after enrolling at Mississippi. But the university appealed  that decision and announced Friday that the NCAA Division I  Subcommittee for Legislative Relief had overturned the first ruling.<inline1></inline1><br />
Ole  Miss coach Houston Nutt said he couldn't talk about specifics of Friday  morning's appeals hearing but was thrilled with the committee's  decision.<br />
"It's a big lift for us and the team's really excited,"  Nutt said. "We feel very fortunate. Jeremiah and his family were in  tears, they were so happy afterward.<br />
"It's a great feeling," he said.<br />
Masoli is expected to be the Rebels' starting quarterback this season, though Nutt said sophomore <a href="http://sports.espn.go.com/ncf/player/profile?playerId=382725" target="_blank">Nathan Stanley</a> will start against Jacksonville State on Saturday because of the short notice.<br />
Masoli  played for Oregon the past two seasons, leading the Ducks to the Rose  Bowl in 2009. But he was kicked off Oregon's team earlier this summer  after two run-ins with police. He pleaded guilty to a second-degree  burglary charge and was also cited for misdemeanor marijuana possession.<br />
Masoli  had already received an undergraduate degree from Oregon and decided to  transfer to Ole Miss, where he entered the Parks and Recreation  graduate program. The NCAA will often waive a one-year residency  requirement for athletes who enter a graduate program not offered at the  previous school but initially didn't clear Masoli because "the waiver  exists to provide relief to student-athletes who transfer for academic  reasons to pursue graduate studies, not to avoid disciplinary measures  at the previous university."<br />
Obviously, the NCAA subcommittee disagreed, and the Rebels' offense is likely better for it.<br />
"We  would like to thank the NCAA staff and subcommittee for approaching  this case and all of its details with diligence and fairness," Ole Miss  athletic director Pete Boone said in a released statement.<br />
Masoli  accounted for 51 total touchdowns over two seasons at Oregon and is  considered one of the best dual-threat quarterbacks in the country.<br />
In other Ole Miss news, it was determined after exams that defensive end Kentrell Lockett will not need heart surgery.<br />
